The Senate will reconvene for business on Wed, January 3rd at noon, at which time Senator-elect Jones and Senator-appointee Smith will be sworn in.

Trump won't be able to make recess appointments (which would not need Congressional approval), so no replacing Rosenstein through a recess appointment.
