They can't get to even 50 votes for the CR
McCain is home, another 6 or 7 GOPers (including Graham) are "no votes"... so even with Manchin voting Yes it doesn't help.
The media should be HARPING on this fact with every GOPer they have on claiming that this is a Democratic shutdown.

He normally leaves those when fighting Democratic proposals.
