The Senate itself would have to vote on the rules change and they are usually loathe to get rid of their ability to filibuster. There are too many blowhards in there who like the tool.

Drumpf has been whining about the filibuster rule the whole year. Way back in yonder (40+ years ago) it used to be 67 votes an has been a part of the Senate history for over 200 years.

voting for "change," the new government can do the same?

Dismantle our keel, take a hammer to our gyros, empty our ballast, and have everyone rush back and forth from one side to the other? Repeat as necessary until we sink?
