...granted they were at the conclusion of World Wars...Or the mobilization as they were being sent off.

What's important is the context. Sure a number of European nations have military parades, but its in context of major events. Bastille Day in France, the Great Patriotic War in Russia, etc. I could easily see one here in the USA on Veterans Day, but includes not just current military enlisted but former as well.

Likewise, in Nazi Germany, it was to stoke nationalist and imperial ambitions...not to commemorate a historical event.

In the case of Dump, I'm betting he's looking at the latter than the former.
