A better question might have been, "Who do you think should get credit for the great response to Katrina?" Or have half the people questioned with the original wording and the other half with the revised wording. It's kind of like that survey of ACA versus Obamacare where most people didn't know they were the same thing. I think the way the question is phrased accounts for some of the responses.
