It did not address many other issues, including the hacking of the DNC or contacts with Trump campaign officials. There very well could be, and probably will be, other indictments of other people, including Americans. Grand jury indictments are always very specific and careful to address only specific people and actions.
I'm confident that there will be more to come. The investigation isn't over.

I think Rosenstein is walking a tightrope trying to appease Trump to save his job and subsequently Meuller's job.
Rosenstein also stated that the Mueller investigation is ongoing including obstruction of justice.
Trump will spin it, but I hope the Mueller investigation is safe for now.

Then he can come back later once the foundation is set and say now I found proof these people knew about it.
The republicans have been saying the Russians didnt do anything so he had to take that away in a manner acceptable to the right.
