This was a big topic after the Ft. Hood shooting and military brass and ex-brass came out en masse and squashed the whole thing.

The logical thing here is impose a law like my home state did.

Armed Marines at the gate of course. Antique inoperable Springfields in Boot camp. The firing range was a whole separate area where you needed a specific pass to enter. Shore Patrol only carried night sticks.
