It's okay if a cop stomps you in the head, if he promises to not do it again.

A handcuffed suspect is lying on the ground, a police-officer kneeling on top of him.
Another police-officer comes running and kicks the handcuffed suspect in the head.
But that's okay, because he obviously didn't intend to injure him.

I find that the grievant’s past good work record, and his performance at the highest rewarded level, combined with his intelligence level, is persuasive evidence that he has the ability to adjust his actions to conform with policies and directives in the future as they relate to his use of force in bringing dangerous suspects under control.

How could anyone think this is the first and only time he pulled that shit. The first and only time it was caught on video, maybe. Anyone who can physically attack a helpless person definitely shouldn't be a cop or have a gun, for that matter. That he wasn't fired immediately says a lot about the department and none of it is good.
