I think this a very strategic move by Kim.

He has a true maniac threatening war with N. Korea, a war N. Korea is guaranteed to lose.

The threat is even more dire because of Mueller's investigation, which corners Trump and is more likely to pull the "do not question a president during a war" card.

What Kim needs is time for the Mueller investigation to play out.

So Kim, has very effectively removed the war card from Trump's hand. Kim does not have to change a policy for at least a year. Mueller is done before then.
