Go to the filing in response to Manafort's motion to dismiss at this link: http://s.wsj.net/public/resources/documents/20180402MuellerManafortResponse.pdf and navigate down to page 280 out of 282-Attachment C. It's a memo from Rosenstein to Mueller authorizing him to continue his investigation and specifically to investigate matters regarding Manfort that include figuring out whether or not he:
-committed a crime or crimes by colluding with Russian officials with respect to the Russian government's efforts to interfere with the 2016 election in violation of US election laws. and
-committed a crime or crimes arising out of payments from former Ukrainian president Vikto Yanukovych.
That answers the questions about his authorization to investigate the crimes that Manfort is charged with.(and sinks that motion to dismiss pretty quickly) However, most of Attachment C is redacted. Two large paragraphs (or more) are blacked out for protection of the criminal investigation. What lies beneath those portions that have been blanked out and what makes them too sensitive to release publicly at this time? It's certainly worth a little speculation, don't you think?

He revealed the specifics on Manafort because of Manafort's suit claiming Mueller doesn't have the authority to investigate his dealings prior to the campaign, but Mueller still doesn't want the rest of the authorization specifics to be revealed to his targets.

(1,896 posts)The point was to try to figure out just what has been redacted. It could be anything, but it's not. It contains subjects that are obviously still being actively investigated. What do you think they might be? Just asking for some ideas.

It's possible that there are additional areas of investigation after the first two subjects regarding Manafort that apply to additional potential charges against Manafort or Manafort acting in concert with other individuals. (beyond the first two bullet points concerning Manafort) There are really no clues to go on other than the August 2 date that this memo came out. What kinds of developments took place at the end of July 2017 that led to this request for specific authorizations? They did a good job of leaving no trace of their intentions....that in and of itself is probably a clue as well. The one thing you can conclude is that Mueller is far from done.
