With no one in charge, 9 things the USPS can no longer do as of December 8, (2016)As we told you last month, as of December 8 the US Postal Service will no longer have a functioning Board of Governors. Thats the day when the term of James Bilbray, the sole remaining presidential appointee on the board, finally ends. While President Obama has made several appointments to the BOG, they have been blocked by Senator Bernie Sanders.
The USPS board has not had a legal quorum for two years now, and has been governed by a slightly dubious Temporary Emergency Committee since then.
Now the USPS Office of Inspector General has issued a report on USPS Governance, calling attention to the very serious consequences of the absence of a functioning board- not the least of which is the fact that both the PMG and IG will no longer have anyone to report to- and there is no one with the statutory authority to remove either of them! In the report, the OIG lists nine important functions that cannot be performed without the BOG:

Appointment, compensation, term of service, and removal of the Postmaster General
Compensation of the Deputy Postmaster General
Establishment of rates and classes for competitive postal products
Authorization of rate and fee changes for market dominant postal products
Authorization of a request to the PRC to add, remove, or reclassify products
Authorization of a notice to the PRC of substantive changes to product descriptions in the Mail Classification Schedule
Appointment and removal of the Inspector General31
Transmission of the OIGs Semi-Annual Report to Congress
Selection of a firm to conduct required USPS financial audits

Trump nominates three to USPS Board of Governors
10/26/2017 President Donald J. Trump today announced his intent to nominate the following individuals to be Members of the Board of Governors of the United States Postal Service:
Response from the Senate, promising swift consideration of the three nominees and pointing out that more are need to achieve a quorum for the Board.

There doesn't appear to be any action on the three appointees. Presumably Sanders is still blocking their consideration.

Unless Trump can get his appointees confirmed, he has no ability to get the USPS to do anything.

All of drumpf's commotion is probably another attempt to privatize the USPS.

We are at war, people just dont know it yet and I mean a war where you are going to be either killed or lose everything you have.

And once confirmed to the Board of Governors, he has no continuing power over them. The serve independently of the executive branch until their term expires.
The Postmaster General has not reported to the Executive branch since 1972.
The Postal Service is a creature of Congress.

With drumpf it is all about turning over the operation of the US government entities to the American Oligarchs to milk it and bilk it.

So long as the BoG nominations stay blocked, Brennan stays Postmaster General and the rates stay unchanged.
