Asserted Federal supremacy over state National Guard units. Although they are called state militia, NG units are more like Army Reserve units that are loaned to the states.
The only likely limiting factor would be Congress would need to approve calling NG units into Federal service. At that point a governor's agreement or disagreement is moot

The US is not being attacked by a foreign nation

There is no rebellion against the authority of the US Government(unless you count the many Texans who keep screaming for their independence)!

Currently with less people trying to get across the border, it will be difficult for him to show that the US Border Patrol and local law enforcement cannot execute the laws of the United States!
