Isn't it clear yet? He took Bannon's theme of "Destruction of the Administrative state" as a mission. He intentionally hired Pruitt, Tillerson, Mnuchin, and the rest to rip the Executive Branch apart. And now he's hiring Bolton. Trumpy wants to be Emperor, and doesn't want competing ideas about decision-making. He doesn't want a CoS. He wants his underlings bickering so he can position himself as above it all, making decisions unfettered by the scramblings of those he perceives as less intelligent. It's all about self-aggrandizement, and the objectification of those around him to bolster his own standing. Ripping the Executive Branch apart is all about centralizing the power. It's Trumpy who's running the show, and he's running all aspects of the show.

This is why the GOP is slated to sink in quicksand this year and in 2020. They sit by and watch Trumpy demote THEIR importance as lawmakers. They bend over and spread their cheeks. Most of the nation understands that the GOP has compromised their status to the extent that they now have NO voice in what Trumpy does or says. They refuse to stand up for the nation and allow Trumpy to run amok. This is their shame, and they deserve to be targeted by the nation as the disgusting bile that they are.
