Sure, it wouldn't have mattered to die hard Democrats, but it certainly would have mattered to everyone else. The 20+ years of smears coupled with news that she was under investigation almost up to the election would have called the entire election into question. The GOP would have impeached her halfway through the first year. Public sentiment would have been against her (again, based on false smears) and enough Dems would've voted for her removal.
