The Chinese proposal is entitled, Framework Arrangement on Promoting Balanced Development on Bilateral Trade, and I obtained an English version of the document, which is the Chinese governments negotiating position heading into the next round of talks. That round begins this week when Xi Jinpings special economic envoy Liu He returns to town.
Bullet point 5 is entitled, Appropriately handing the ZTE case to secure global supply chain.
Having noted Chinas great concern about the case of ZTE, the U.S. will listen attentively to ZTEs plea, consider the progress and efforts ZTE has made in compliance management and announce adjustment to the export ban, the document states.

(17,019 posts)A good negotiator can understand the other party's point of view and that requires empathy. Malignant narcissists don't have empathy. There's a big, empty hole where empathy should be. His deal making is nothing more than his reaching for some shiney thing he want's now that will fill the hole. There is no plan for the future, no long game, just now. He ping pongs through life going from one deal to the next trying desperately to fill the hole. Sadly, for him anyway, there is no way to really fill the hole. It's like trying to fill a bathtub without putting the plug in. Sure, if you run the water hard enough you can get the level to rise but that tub is never getting filled. This makes him highly vulnerable to manipulation by others. Putin figured it out. Kim and Xi figured it out. Hell, the whole effing world has figured it out.
My Dad used to say the only reason the repubs ran Bush was because he was smart enough to win and stupid enough to be used by the oil industry. I really think the repubs thought Bush worked out so well they'd try it again. They appear to have miscalculated a bit. Bush stayed on his leash. Twitler slipped his the second he got the nomination and he's been running free ever since.
