The list of witnesses to which Sen. Warner is referring includes figures like Michael Cohen, Michael Flynn, Paul Manafort, and Rick Gates all of whom are either under criminal investigation (Cohen); indicted and awaiting trial (Manafort); or have flipped under a plea deal and are cooperating with special counsel Robert Muellers investigation.
And the message hes sending is this: Keep your mouth shut, take whatever punishment youre given, and youll be pardoned.
President Trump has the constitutionally delineated power to pardon criminals and felons convicted of federal crimes, and/or commute their sentences. All presidents do. They can even execute this power without providing any justification, legal or otherwise. They were given that power by the framers of the Constitution in order to quickly right any wrongs that time or circumstances revealed in a particular ruling or sentencing.

Much of what has gone on for the past 230+ years has been based on "the honor system". That "honor system" is now breaking down and the stopgaps to this breakdown - Congress & the SCOTUS - must step up to bring it back or we will be almost irrevocably weakened. What makes this harder to deal with is the fact that the controlling party in Congress helped to initiate the breakdown of that system, although some of those who did or who supported those who did, are leaving. But the damage is done.
