There's some old law written into their constitutional that stipulates that Puerto Rico's investors get a tax free, guaranteed return on their money. That has attracted profiteers for decades who came to gut the economy for a quick profit. Unlike any other state, the US congress passed a law explicitly barring Puerto Rico and the District of Columbia (nothing in common there at all) from seeking Chapter 9 bankruptcy relief.
