Is there anything preventing Europeans/others from going Magnitsky Act-style on people of Trumpland?

Besides the near certainty that Trump would try to abuse his power to react in kind? Outside of retaliation, what is stopping them from going after Trump and his spawn and business partners personally the way the Magnitsky Act went after individual Russians? It would be more effective than industry- or sector-wide tariffs, and surely there's as much evidence of financial malfeasance by Trump et al as there was for those under Magnitsky sanctions, no? Presumably there is some legal barrier, but what is it?
