Yes, other teams would have to get better - but they will be operating from a disadvantage.
The season will begin with the majority of the teams knowing they have no chance of winning a championship, barring a series of catastrophic injuries.
In a fair system, the teams would be more evenly matched, and every team would have a chance to win.
