Could the actions of Trump's government toward asylum seekers be tied to climate change ???

Trump has seen the military's take on climate change.

He knows what's coming.

Is he trying to shut down the borders in advance of climate refugees ???

More importantly, he's not strategic and he doesn't think ahead. What matters to him is that right now he's pleasing his racist base by making things as miserable as possible for Latino immigrants.
