These foster facilities don't just have the kids that Border Patrol picks up - they have local kids that are either orphaned or whose parent(s) are in some sort of holding and there's no other family member or friend to look after them.

They could just as easily hide away the kids that were separated at the border, and just show the local kids or unaccompanied minors who are waiting for family in the states to pick them up.
