Later in the year, Trump sat with Rodrigo Duterte of the Philippines. When reporters tried to ask Duterte about human-rights abuses, Duterte called them spies. This got a laugh out of Trump.

He'll make a comment - enemies of the people - bad people/rapists/child smugglers/gang members - (kneelers) should be thrown out of the country - he then continually reinforces the thought - with his own words and by praising dictators by echoing those same thoughts with them - of which they agree and that solidifies the thought even more for Trump.
He measures how his words play and then keeps hitting on the points that get the most cheers for him. He then starts the process of turning those thoughts into actions.
He's seeing what he can get away with and the more he gets away with the more his words will become actions.
