What is American Democracy?

Is a representative/senator supposed to vote according to the wishes and the will of the majority of his/her constituency or does the constituency allow a minority thereof to dictate how that official votes? When I say "minority", I mean number-wise, not demographically, racially, and/or a protected class of people.

Which is happening now and they are making no effort to please the majority, in fact delighting in rubbing it in our faces. I wish I knew the answer short of civil war.
