If you look at photos of Scott Pruitt, you will see sometimes he is wearing glasses and sometimes not.
It turns out when he accepted the job as head of the EPA, he wasn't wearing his glasses and he thought it said EDA instead of EPA and assumed it stood for Environmental Destruction Agency.
