Or more appropriately, it is Rosenstein's time?

Isn't Rosenstein the person that would release the Mueller Report to Congress? Perhaps the evidence has already been gathered? Perhaps he is just waiting for the right moment? Rosenstein knows that Trump will fire him if does something like that? Also, at the same time, co-ordinated between Rosenstein and Mueller, they would issue a subpoena to the trump to appear before the grand jury and answer a few questions?

...while the trump is kissing up to Putin in Helsinki in private. That would be a great time and a great place for him to get the news that he is under subpoena. It would indicate to the deniers that this is a very serious investigation.
