I doubt you could get 40% support for exiting NATO, Trump's tariffs, criminalizing abortion, and repealing marriage equality. The challenge with plebiscitary democracy is that sometimes majorities can be very unsympathetic to individual rights as the Founders feared. The irony is the tyranny of the majority is being replaced by the tyranny of the minority.
