and screwing up our democracy does that make us in a war (a cold war, a cyber war) with Russia? I have heard this often over the past few months and a ton today since Mueller has named the specific Russian military officials who are directly involved and indicted today?
AND if we are in an unofficial war...now what?

I suppose some will support sanctions, but Id rather spend our efforts on prevention, surveillance, new systems, prosecution of any assisting or encouraging this stuff including highest government officials, etc.
It wont just be Russia trying this stuff on us, besides weve done our share of this junk. We need to be prepared to fend off any countrys cyber efforts, including old enemies and new ones trump creates.
