Even "the White House" is stunned.

Anderson Cooper reports "the White House" has just put out a statement that it "does not yet know how to respond to this morning's events".

In other words, it's so bad they don't know how to spin this mess.

Note" That's why I put "the White House" in quotes. It was very ambiguous to me also.
