WordPerfect works great for creating HTML "code." I used their symbol table, inserted the Я into a page then copied and pasted into the DU message box.

I've referred to the party as the 'United Russia Party'. Which is Putin's big-tent majority party.

And lets just say over the phone, when I can get through to someone, his office hasn't taken to kindly to it.
