The policy was not sprung up in the Spring of 2018 out of the blue.
It had originally been floated briefly--I believe by John Kelly--a year earlier. There was swift outrage, and the proposal was swiftly pushed aside.
And yet a year later, there it was.
I think what this says is that don't for a second thing that Trump just throws out these wild trial balloon ideas simply to get people talking, and with no intention of following through.
Chances are at least 50/50, if not greater, that he'll try to implement whatever crazy idea comes out of his mouth.
So don't think he's just beating around the bush when he hints about firing Rosenstein or trying to get Mueller fired. Don't think he's holding back because he thinks the political ramifications and blowback would be great. He's going to want to do it, and try to do it. God help us if he does.
