Was going through DC right at that moment. I mean, flooding and everything. We broke the one day rainfall record at National Airport. So, yeah, I'm not surprised that the lights went out just then.

Either that, or his Russian masters were sending him a signal. They probably hacked into the DC electrical grid a long time ago.
