There have been a number of suggestions that he has difficulty reading. As an example, I remember that some SNL cast members noted that he didn't seem able to read the scripts. That said, he obviously can read a teleprompter well enough, or a short prepared speech. He also seems to have a lot of trouble spelling, as evidenced here (and his constant inability to distinguish between "counsel" and "council&quot .

On edit: the smiley face isn't intentional, but I'm not sure how to get the message to distinguish between actual punctuation and an emoji.
