Donnie can do some military thing and can evidently abrogate treaties with congressional approval.

He also has a lot of latitude in foreign policy.

He can enforce or not enforce laws, so he might be able to help putin get around sanctions.

And he can make speeches that might benefit Russia.

Then of course there's private business dealing as well.

Never mind covert stuff...

Nothing of any real significance. Can't authorize war or spending on any joint military efforts - thats up to Congress. Can't turn over US citizens or allow Russians into US investigation - thats illegal. Can't get around NATO obligations to allies - also enshrined in law. And any attempt at any of these or equally drastic actions would most likely trigger Article 25.
