They have no rules, we do. They send young women into the West, Anna Chapman before Butina and likely more that are still undercover. Those women do what they need to do to gain influence, sleep with prime targets, pass along money, date a susceptible fool, whatever it takes. And if they avoid prison and get back to Russia like Anna did (abeit via a prisoner swap), Putin make them millionaires like Anna now is.
