It's the power of racism and sexism combined with the disconnect between policies and those responsible for said policies. A majority of the American population is either completely out of touch with politics and current events (even in presidential elections, 40% can't be bothered to vote**) or driven almost entirely by racism and sexism or greed. And there's no doubt overlap between those 2 groups.

It would be a mistake to think every surveyed person who disapproves of Trump's job performance (58% or something like that) will actually vote for Democrats (or for anyone) in November.

**Now, some don't vote due to voter suppression (such as the intentional closure of polling places in high density areas), but most who don't vote simply don't give a damn. I imagine we'd all be horrified if we knew how many people don't even know there's an election this November.
