Is threat of a nuclear attack a "violent threat" contrary to Twitter's rules? It's debatable, right?

Twitter Hateful Conduct Policy:

Examples of what we do not tolerate includes, but is not limited to behavior that harasses individuals or groups of people with:

violent threats;


Trump Tweet:

But hey, there must be more violent things a person can threaten another person with beside a thermonuclear attack, although I can't think of any at the moment.
