Targets of an investigation usually don't get deals.

I have learned a lot from watching prosecutors talk about the investigation on cable news. Targets of an investigation usually don't get subpoenaed, they don't get deals, they get indicted.

Manafort may have been a target. No deals. Trump is a target. Mueller probably won't subpoena him. Kushner may be a target, Trump Jr may be target.

I don't think there's any doubt that Mueller would like Manafort's cooperation too.

He worked for Manafort. They wanted Manafort so they made a deal with gates.

"Target" is a technical term, i believe. Someone can be a witness, a person of interest, or a target of an investigation.
