However, not sure if one can blame this on RW objection to global warming.

Redding and the Whiskeytown National Recreation Area are in a hot and dry fire-based ecology.

The National Park Service at Whiskeytown NRA have worked a comprehensive program of controlled burns for about 25 years to address this issue.

Goals of the program were to prevent large landscape fires and provide fuel breaks to contain the fires that did start. Sometimes nature and more certainly so in the time of global climate change nature is just bigger than how humans can plan and enact mitigation. Many boats burned on the water at the Oak Bottom Marina.

Redding and surrounding small communities on the interface are a more insurmountale problem and development has moved into the fire ecology. There is a pattern where subdivisions are relatively cheap land for California are built where on steeper grounds the native extremely fire prone vegetation remainds and there are attractive :green belts within the subdivisions whwere there are drainages and steeper terrain. Also between the subdivisons and small foothill villages house and other improvement are nestled throughout the land scape. I expect there will be far higher losses of homes and other improvements than reported so far when the Carr Fire is over.

I had a home from 1989 to 2003 in the Mary Lake subdivision that may or may not have burned, right now probably did not, but I know from watching video clips and news reports homes were lost less than 1/4 mile away. I had once planned that home to be my Winter home (Redding is where ants go to die from heat stroke in the Summer but it is nice in the Winter and has more convenient access than most of far northern California) in retirement but sold because of circumstances.
