It passed the house but not the senate. They failed at that as well and it served to strengthen Clintons support.

Clinton was impeached, he was just not convicted. Same as Johnson.

I would still call an impeachment without a conviction, a failure. It was just political circus. Just imagine how much of our money and time the republicans have wasted on their shows.

Impeachment is just an indictment. After it comes the trial in the Senate. Bill Clinton was impeached but not convicted.
