Not that chess really is a "smart person" thing, but to Bevin it is. Because that's a thing that those fancy-talking white people did in olden times. And also white guys in suits during the Cold War. I mean, olden-time fancy-talkers and guys in suits??? Obviously smart stuff.

And he's a racist P.O.S. so of course he's surprised black kids do it.
