in which he sued to challenge the authority of the special counsel. They probably concluded it was unlikely to succeed and had bigger problems to deal with.

A federal judge dismissed the case in April, saying that the civil proceedings were "not the appropriate vehicle" for Manafort to try to chip away at Mueller's authority. In her ruling, federal Judge Amy Berman Jackson told Manafort to pursue his grievances against Mueller during his criminal proceedings.

On June 28, 2018, Manafort appealed the incarceration ruling (D.C. Cir. Dkt. 18-5193). His first brief with the D.C .Circuit was filed on July 6, 2018.

and he has not. One theory is that Manafort fears a putin treatment [and he knows from Ukraine closeness the threat could be real]. A second theory is that trump has promised Manafort a pardon. It is possible that trump promised a pardon [whatever that is worth by itself]. A third theory is that trump made explicitly, directly, person to person, convincingly, to Manafort 'an offer Manafort couldn't refuse.'
An explicit threat that putin promised trump, that putin would severely 'punish' Manafort if Manafort flipped/volunteered under oath 'unflattering information, etc.' - and coupled that threat, with a trump carrot promise, to pardon.
