apparently pleaded with Trump to stop the reduction in farm water (the central valley farmers absolutely hate having to share the water with the Bay of SF and the fish that live there).
Trump (because he really is as dumb as a box of rocks) thinks that somehow this reduction in diversion water (he, of course, says the water is being DIVERTED to the ocean, when it is, in fact, being diverted from the rivers into the central valley canal system) is somehow related to forest fires... fires not in the central valley but in the mountains on either side.
The fire fighters are using flame retardant in large tanker jets (cargo jets outfitted to carry flame retardant) and from helicopter "scoop and dump" flights... and the helicopters are more than welcome to use any body of water they can find near the fire.
Pumping the water to the fire is, of course, impractical for many many reasons... these fires are fast moving, 100s of miles in length, and are being pushed by wind (blowing embers from burning trees into the brush ahead of the fire).
The main way to fight this sort of fire is to create a "fire break" (a line of fuel cleared area) ahead of the fire. This has been especially hard this year due to the amount of fuel (dried brush) available and the high heat that is drying the fuel out making it easy to catch fire.
