As I recall, in 2009 the Obama administration announced a shift in FBI resources toward prosecution of white-collar crimes, but there were so many raging fires for them to put out then it didn't get more coverage or comment.

The thing is, these crimes are no longer limited in their impact, but become political, economic, and environmental crimes which are anti-democratic in nature. It's no coincidence that Putin used Chechen warlords early in the Ukraine invasion and biker gangs as domestic enforcers. It would only be a small step for that other political party to use an Enron-style attack to cripple any errant state's strict energy policy -no need for troublesome votes.
