He needs 75.5% of the 3435 provisional ballots. Dems in OH 12 normally get 58.5%

Once the provisional ballots are counted - could be close enough to trigger a recount.

And with the dollars going elsewhere because there are so many more competitive races.
HOWEVER - I've seen reports that there are 75 Republican districts that were "less-red" in 2016 than this one. OH12 may be slightly out of reach in November... but these results could mean that a 40-50 seat pickup is plausible.
