Can one have an anonymous Twitter account?

Pardon my ignorance but how does one set up an anonymous Twitter account if it is possible? Thanks.

1. Just pick a handle like Theophilus.

and sign up. It's like anything else. Though you should post a picture of something since many don't like the default image. I put up an art piece I found online.

But people who know what they're doing can usually tell, if they really want to, at least some information like the location you're posting from.

4. Anonymous to Twitter itself?

Your handle can be anything, and your profile can say anything.

But I believe you'll have to identify yourself to Twitter themselves (cell phone number or similar). Not sure, I haven't done it in a few years.
