I could see law enforcement being included as part of their permit to gather. It’s in the best interest of the city to keep the peace but they should be responsible for any charges regarding the details of their venue.

The rules would then apply for groups we support.

We have the right to assemble. Placing an economic cost on that right deminishes that right.

And while our protests do not entail the threat of violence they still have costs even if it is just traffic control.
