Energy dominance?

EPA acting administrator Andrew Wheeler in a statement. “Today’s proposal provides the states and regulated community the certainty they need to continue environmental progress while fulfilling President Trump’s goal of energy dominance.”


WTH does this mean?

Is this along the lines of when they say "energy independence" while completely ignoring we don't have nationalized energy in this country?

I think he wants us to be a net exporter of energy, specifically shipping coal (or some product of coal) to China, Europe, etc.
