I do plea deals all the time for my clients and none of them cooperate on anything. The government does not have the resources to bring even a small fraction of the people it charges to trial.

The defendant pleads guilty to charges (sometimes lesser) with known sentences to avoid the possibility of worse sentences from the court. It frees the prosecutors up to work on other cases, so they will agree.
