Two or more people discussed an illegal action, then further action was taken in pursuit of that plan.

In any court that’s a slam dunk for a conspiracy charge.

Lanny is not my favorite person, but he's no idiot. He knows perfectly well that a crime is not a crime if committed by a Republican.
