It has been reported Mueller has a plan in place in case of pardons.

I saw a retired top FBI agent talking about this on MSNBC. State charges could be brought against Manafort and Cohen if Trump pardons them at the Federal level. He cannot pardon at the state level. The crimes would be just as serious at the state level.

Impeachment and removal. Which doesn’t work when political parties are too strong.

The Founders knew that blind party loyalty would destroy the structure they put together. They warned against it constantly.
